National Election Watch: ADR Analysis



It's election season and time to take a fresh look at the assets, criminal background and educational qualifications of a few Parliamentarians. Association for Democratic Reforms, New Delhi carried out an analysis of the self-sworn affidavits of 23 re-elected MPs between 2004 to 2019 Lok Sabha Elections.

Criminal Background

Re-elected MPs with criminal cases: 

Out of the 23 Re-elected MPs analyzed, 12 (52%) Re-elected MPs have declared criminal cases against themselves.                        

Re-elected MPs with serious criminal cases: 9 (39%) Re-elected MPs have declared serious criminal cases including cases related to murder, attempt to murder, dacoity etc.                             

Party wise Percentage of Re-elected MPs with Criminal Cases:

 7(41%) out of 17 Re-elected MPs from BJP, 

3 (100%) out of 3 Re-elected MPs from INC, 

1 (100%) Re-elected MP from AIMIM and 

1(100%) Re-elected MP from SHS have declared criminal cases against themselves in their affidavits.

Party wise Percentage of Re-elected MPs with Serious Criminal Cases: 

5(29%) out of 17 Re-elected MPs from BJP, 

3 (100%) out of 3 Re-elected MPs from INC and 

1(100%). Re-elected MP from AIMIM have declared serious criminal cases against themselves in their affidavits.

Summary of comparison of Assets for re-elected MPs:

Average Assets in 2004 Elections: The average assets of these 23 re-elected MPs in 2004 was Rs 1.52 crores

Average Assets in 2009 Elections: The average asset of these 23 re-elected MPs in 2009 was Rs 3.46 crores.                                                                                                                                                        

Average Assets in 2014 Elections: The average asset of these 23 re-elected MPs in 2014 was Rs 9.85 crores                                                                                                                                            

Average Assets in 2019 Elections: The average asset of these 23 re-elected MPs in 2019 was Rs 17.51 crores.                                                                                                                                                          

Average Assets growth between 2004 to 2019: 

The average asset growth for these 23 re- elected MPs, between the Lok Sabha Elections of 2004 to 2019 is Rs 15.98Crores.   

Percentage growth between 2004 to 2019: Average percentage growth in assets for these 23 re-elected MPs is 1045%.

Top 3 Re-elected MPs with highest asset increase (Rupees- wise): 

Jigajinagi Ramesh Chandappa of BJP from Bijapur constituency has declared maximum increase in assets with an increase of Rs 49.86 Crores i.e from Rs 54.80 Lakhs in 2004 to Rs. 50.41 Crores in 2019. 

Assets of Maneka Sanjay Gandhi of BJP from Sultanpur constituency has increased by Rs 49.02 Crores, from Rs 6.66 Crores in 2004 to Rs 55.69 Crores in 2019. 

Assets of Rao Inderjit Singh of BJP from Gurgaon constituency have risen by Rs 36.58 Crores, from Rs 5.51 Crores in 2004 to Rs 42.09 Crores in 2019.

Other Background: Lok Sabha 2019:        

Education:4(17.4%) Re-elected MPs have declared their educational qualification to be between 10th and 12th standard while 18 (78.3%) have declared having an educational qualification of graduate or above and one is Diploma holder.  

Age: 4 (17.4%) have declared their age to be between 40 to 50 years while 19 (82.6%) declared their age to be between 51 to 80 years.  

Gender: Out of 23 Re-elected MPs analysed, 3 (13%) are women.
